जलवायु परिवर्तन का हमारे ऊपर व्यापक असर होता है। और यह नकारात्मक असर सिर्फ शारीरिक नहीं, बल्कि सामाजिक और आर्थिक भी होता है। भारत जैसे विकासशील देश में एक आम नागरिक के लिए नकारात्मक आर्थिक असर झेलना आसान नहीं होता। इस असर के दर्द को कम करने के लिए एचएम रुख़ करते हैं बैंकों का। लेकिन दुर्भाग्यपूर्ण बात यह है कि हमारे बैंक ऐसी किसी स्थिति के लिए संभवतः तैयार नहीं हैं।

दरअसल, क्लाइमेट रिस्क होराइजन्स नाम के एक थिंक टैंक द्वारा भारत के अग्रणी बैंकों के एक विश्लेषण से पता चलता है कि भारत का बैंकिंग क्षेत्र जलवायु परिवर्तन के वित्तीय प्रभावों के लिए तैयार नहीं है। “अनप्रिपेयर्ड: इंडियाज़ बिग बैंक्स स्कोर पुअरली ऑन क्लाइमेट चैलेंज” नाम कि इस रिपोर्ट में देश के 34 सबसे बड़े बैंकों को कई मानदंडों पर रैंक किया गया है। इसमें पाया गया है कि कुछ उदाहरणों को छोड़कर, अधिकांश बैंकों ने जलवायु परिवर्तन को उनकी व्यावसायिक रणनीतियों में शामिल करना शुरू भी नहीं किया है।

यह विश्लेषण इंटरगवर्नमेंटल पैनल ऑन क्लाइमेट चेंज (IPCC) की इम्पैक्ट, एडाप्टेशन एंड वल्नेरेबिलिटी (प्रभाव, एडाप्टेशन और भेद्यता) पर रिपोर्ट के ठीक बाद आता है। IPCC कि इस रिपोर्ट में चेतावनी दी गई थी कि भारत समुद्र के स्तर में वृद्धि और नदी के बाढ़, असहनीय गर्मी के कारण श्रम क्षमता में कमी, फसल और मछली उत्पादन में गिरावट और पानी की कमी से गंभीर आर्थिक खतरों का सामना कर रहा है।

कई अध्ययनों ने जलवायु परिवर्तन से भारतीय आर्थिक विकास और GDP (जीडीपी) पर प्रभाव का अनुमान लगाया है। विश्व बैंक का अनुमान है कि 2050 तक भारत के सकल घरेलू उत्पाद में 2.8% वार्षिक गिरावट होगी। डेलॉइट इकोनॉमिक्स इंस्टीट्यूट का अनुमान है कि 3 डिग्री सेल्सियस तापमान वृद्धि (वर्तमान में जिस राह पर ग्रह है) के अनुरूप उत्सर्जन मार्ग से अब से 2050 तक सकल घरेलू उत्पाद का 3% वार्षिक नुकसान होगा और 2070 तक 35 ट्रिलियन डॉलर की आर्थिक क्षमता खो दी जाएगी।

केवल 7 बैंकों की नीतियां हैं जो वनों की कटाई, मानवाधिकारों के उल्लंघन, और जैव विविधता के नुकसान आदि में विश्वसनीय रूप से शामिल संस्थाओं को उधार/सेवाएं का वर्जन करती हैं। केवल 2 बैंकों ने कोयला खदानों और कोयला बिजली संयंत्रों के लिए नए वित्तपोषण का वर्जन किया है;

भारतीय रिजर्व बैंक (RBI) ने अभी तक अनुसूचित और वाणिज्यिक बैंकों के लिए इन जोखिमों के आकलन या प्रबंधन पर कोई जलवायु संबंधी दिशानिर्देश जारी नहीं किए हैं, हालांकि 2022 के आर्थिक सर्वेक्षण के अनुसार, बैंकिंग नियामक बैंकों की जलवायु जोखिमों के प्रबंधन की प्रगति का आकलन करने की प्रक्रिया में है।
