सीमा पर आंखें दिखा रहे चीन (China) को सबक सिखाने के लिए भारत सरकार सैन्य मोर्चे के साथ-साथ आर्थिक मोर्चे पर भी बेहद सक्रिय है। चीन से आने वाले कई तरह के सामान को प्रतिबंधित सूची में डाल दिया गया है और अब कई चीजों पर आयात शुल्क (import duty) बढ़ाने की तैयारी है। केंद्रीय मंत्री नितिन गडकरी (Nitin Gadkari) ने शनिवार को कहा कि खासकर स्मॉल इंडस्ट्रीज में घरेलू उत्पादन को बढ़ाने के लिए भारत को उन सेक्टरों में आयात शुल्क बढ़ाने पर विचार करना होगा जिनमें हमारी आयात पर अत्यधिक निर्भरता है।
गडकरी ने सीआईआई के कार्यक्रम में कहा, ‘शायद आपको यह अच्छा नहीं लगे, लेकिन कुछ मामलों में हमें आयात शुल्क बढ़ाना ही होगा। जब तक हम चीन की तरह उत्पादन नहीं बढाएंगे तब तक हमारी लागत कम नहीं होगी। इसलिए हमें ड्यूटी बढ़ानी होगी और भारतीय मैन्युफैक्चरर्स को बढ़ावा देना होगा। जब ज्यादा मात्रा में उत्पादन होता है तो स्वाभाविक रूप से हम इसे प्रतिस्पर्द्धी बना सकते हैं।’
आयातित उत्पादों की पहचान करे इंडस्ट्री
केंद्रीय मंत्री ने कहा कि इंडियन इंडस्ट्री को उन उत्पादों की पहचान करनी चाहिए जिनका आयात किया जा रहा है और उन सेक्टरों में ईज ऑफ डूइंग बिजनस में सुधार के लिए बाधाओं की पहचान करनी होगी। दूसरे देशों खासकर चीन से होने वाले आयात पर निर्भरता कम करने और स्थानीय स्तर पर उत्पादन को बढ़ावा देने के लिए सरकार ने मई में आत्मनिर्भर भारत अभियान शुरू किया था।

उन्होंने देश को विश्व शक्ति बनाने के लिये आयात होने वाले सामानों का स्वदेशी विकल्प तलाशने का भी आह्वान किया। तीन साल के निर्यात और आयात के आंकड़ों के आधार पर किए जा रहे एक अध्ययन के अनुसार पता चलता है कि चीन का 70 प्रतिशत निर्यात 10 क्षेत्रों से संबंधित है। इन क्षेत्रों में इलेक्ट्रिकल मशीन व उपकरण भी शामिल है, जो चीन के कुल निर्यात में 671 अरब डॉलर यानी 26.09 प्रतिशत का योगदान देता है। इसके अलावा कंप्यूटर समेत मशीनरी का निर्यात में 10.70 प्रतिशत यानी 417 अरब डॉलर का योगदान है।

गडकरी ने उद्योग से आग्रह किया कि वे महानगरों और विकसित शहरों से परे ग्रामीण, दूर-दराज और आदिवासी क्षेत्रों में उद्यमों का एक नेटवर्क बिछाने पर ध्यान दें। उन्होंने कहा, ‘मुझे इससे दुख होता है कि उद्योग निकायों का 90 प्रतिशत ध्यान बड़े शहरों और महानगरों में प्रमुख उद्योगों पर है। ग्रामीण, आदिवासी और दूरदराज के क्षेत्रों पर शायद ही कोई ध्यान केंद्रित करता है। इसे बदलने की आवश्यकता है। भारत को एक महाशक्ति बनाने के लिये अग्रिम क्षेत्र के हिसाब से नियोजन समय की जरूरत है।’
