आज राष्ट्रीय बालिका दिवस पर विशेष
लखनऊ। आज राष्ट्रीय बालिका दिवस है और इस बार तो सरकार ने राष्ट्रीय बालिका दिवस का कोई थीम भी घोषित नहीं किया जबकि हर साल बालिका दिवस किसी एक थीम के लिए समर्पित होता था। सरकार की तरफ से बेटी बचाओ और बेटी पढ़ाओ जैसे नारे देकर नारी सशक्तिकरण का दावा किया जा रहा है,जबकि सच्चाई इससे बिल्कुल उलट है। सरकार का अपने ही नारे के लिए समर्पण इस आंकड़े से समझा जा सकता है कि बेटी बचाओ बेटी पढ़ाओ के कुल बजट का 60% सिर्फ विज्ञापन पर ही खर्च किया गया है।
पहले से ही बालिकाओं के बीच ड्रॉपआउट रेट एवं शिक्षा से वंचितों की संख्या ज्यादा थी लेकिन लॉकडाउन और कोरोना महामारी के कारण जो झटका लगा है, वह जब तक सरकार विशेष प्रयास नहीं करेगी तब तक इस आघात से बालिका शिक्षा में सुधार नहीं आएगा। कोरोना महामारी के कारण अचानक लॉक डाउन घोषित हुआ और सब कुछ बंद करवा दिया गया। स्कूल भी बंद हुए और बच्चों के सामने पढ़ाई का संकट खड़ा हो गया। इनमे सबसे ज्यादा प्रभावित हुई हमारी लड़कियां। लाखों लड़कियां अब शायद कभी भी स्कूल लौट नहीं पाएंगी, और स्कूल ड्रॉप आउट की कतार में शामिल हो जाएंगी। लॉक डाउन के कारण स्कूलों ने ऑनलाइन क्लास शुरू की। ऑनलाइन क्लास के लिए स्मार्ट फोन, चार्जिंग के लिए बिजली की आवश्यकता थी। ग्रामीण क्षेत्रों में स्मार्ट फोन ही नहीं बिजली भी एक बड़ी समस्या थी
लॉक डाउन हमारे सामने ये निर्मम सच्चाई भी हमारे सामने लायी कि समाज में गरीब अमीर के आधार पर डिजिटल डिवाइड तो है ही, लेकिन बच्चे और बच्चियों के बीच लैंगिक आधार पर भी डिजिटल डिवाइड है। नेशनल सैंपल सर्वे 2017-18 के अनुसार केवल 14.9% ग्रामीण घरों में इंटरनेट की पहुंच है 4.4% लोगों के पास केवल कंप्यूटर है। इस सर्वे के अनुसार 63% प्रतिशत पुरुषों के पास इंटरनेट की पहुंच है और सिर्फ 16% महिलाओं के पास इंटरनेट की पहुंच है। जो एक बहुत बड़े डिजिटल विभाजन को दर्शाती है। ग्रामीण क्षेत्र के अधिकांश बच्चों के पास स्मार्ट फोन नही थे। फोन अगर किसी घर में था भी तो वह घर के मुखिया के पास रहता था . क्लास करने के लिए मुश्किल से उस लड़की को मिलता था क्लास के बाद उसे वापस ले लिया जाता था ऐसे में ऑनलाइन क्लास का उसके लिए कोई महत्व नहीं था।
अधिकांश घरों में लड़कियों को फोन वैसे भी नहीं दिया जाता है। पश्चिमी उत्तर प्रदेश के कई ऐसी पंचायत हैं, जहां पंचायत ने लड़कियों को फोन देने पर बैन लगा दिया है। दूसरी बात यह है कि क्योंकि स्कूलों में पहले ही कंप्यूटर आदि की शिक्षा नहीं दी जा रही थी, तो ऑनलाइन शिक्षा की कोई आदत नहीं थी। इसलिए, ऑनलाइन में क्लास और पाठ्यक्रम को समझने में उन्हें बहुत दिक्कत आ रही थी . हमने कई लड़कियों से बात की
जो सीधा ऑनलाइन क्लास कर रहे हैं। ऑनलाइन क्लास भी उन बच्चों की हो रही है जिनके माता-पिता स्मार्टफोन और उसका रिचार्ज के लिए जो पैसे खर्च होते हैं उसका प्रयास कर पा रहे हैं। बहुत से घरों में एक ही मोबाइल है खासतौर से गांव में हर घर में मोबाइल तो है लेकिन एक ही स्मार्टफोन है अगर घर में भाई बहन है तो भाई को ही पहले प्राथमिकता दी जाती है कि वह अपनी क्लास करें। घर में सिर्फ पिता के पास फोन रहता है वह भी काम पर चले जाते हैं मजदूरी पर चले जाते हैं जब वह शाम में आते हैं तभी घर में कोई ऑनलाइन क्लास हो पाती है।
लड़कियां किसी तरह कक्षा 8 तक की शिक्षा प्राप्त कर लेती हैं लेकिन इसके आगे पढ़ना बहुत मुश्किल हो जाता है क्योंकि कक्षा 8 तक तो मुफ्त शिक्षा है पर कक्षा इसके आगे का कोई स्कूल उनके पड़ोस में नहीं होता है और उन्हें निजी विद्यालय में जाना पड़ता है। अधिकांश लड़कियों को निजी विद्यालय में जाना पड़ता है जहां फीस देनी पड़ती है लॉकडाउन के दौरान क्लास नहीं हुई लेकिन जब वह वापस स्कूल पहुंची तो स्कूल प्रबंधन ने फीस मांगी। फीस ना देने के कारण बड़ी संख्या में लड़कियां पढ़ाई छोड़ने को मजबूर हुई। लॉकडाउन में आजीविका पर भी प्रभाव पड़ा और इस कारण लड़कियों को घर से बाहर जाकर खेतों में काम करना पड़ा ताकि हाथ में कुछ पैसा आ सके और वह अपनी किताबों पर खर्च कर सकें, पढ़ाई पर खर्च कर सकें माता पिता के लिए उनका पेट भरना ही प्रमुख समस्या है पढ़ाई का तो सवाल ही नहीं उठता। एक और समस्या बालिकाओं के सामने थी बाल विवाह के मामले बहुत बढ़ गए माता-पिता को लगा कि जब घर में आर्थिक अभाव है और स्कूल बंद है और लड़कियां पढ़ने जा नहीं सकती हैं तो इस से अच्छा है कि उनकी शादी ही कर दी जाए और इस तरह लड़की मां के नाम पर घरेलू हिंसा और बालश्रम की दोहरी मार का शिकार हुईं। ऐसे में ऑनलाइन पढ़ाई उनके लिए एक सपना ही थी उसके ऊपर घरेलू काम का दबाव और फिर बाल विवाह।
हमने कुछ लड़कियों से बात की गुलनार कक्षा 12 की विद्यार्थी है। उन्होंने बताया, “ पिता रिक्शा चलाते है। मम्मी बीमार रहती है। इसलिए घर का सारा काम करना पड़ता है। लॉकडाउन में पापा की कमाई कम हो गई तो उधार लेकर खर्चा किया। उन्होंने और उनकी बहन ने फेस मास्क सिलकर बेचे। ऑनलाइन क्लास में कुछ समझ नहीं आता है। ऑनलाइन में पढ़ाई भी ठीक से नहीं हो पाती है।इसलिए स्कूल खुलने चाहिए।“
2. एक दूसरी बालिका ऐशना ने बताया, “ मैं बीए पार्ट वन की विद्यार्थी हूं। लॉकडाउन में 12 का एग्जाम नही दे पाई, बहुत सारे कंपटीशन नहीं दे पाई, कोचिंग नही कर पाएं। हमारी ऑनलाइन क्लास नहीं हो पाती है कभी कनेक्टिविटी की प्रॉब्लम आती है तो कभी डाटा खत्म हो जाता है। ऑनलाइन में जो भी अध्यापक पढ़ाते हैं वह ठीक से नहीं समझ में आता है। इसलिए मुझे लगता है कि कॉलेज खोलने चाहिए ताकि हमारी पढ़ाई अच्छे से हो सके”
90 प्रतिशत लड़कियां वापस स्कूल जाना चाहती हैं उनका कहना है कि घर में वह माहौल नहीं मिल पाता पढ़ने का, घर में एक फोन होने की वजह से भाई को ज्यादा प्राथमिकता दी जाती है, लड़कियों को अपने मां के साथ दूसरे घरों में जाकर काम कर रही हैं, सिलाई का काम कर रही है ताकि घर का खर्चा किसी तरह चलता रहे। घर का पूरा काम उनके ऊपर आ गया है जिसकी वजह से वह इतना थक जाती है कि जो वो थोड़ी बहुत भी उनमें पढ़ने की जो इच्छा होती है वह कहीं ना कहीं कम होने लगती है। घरवाले शादी का दवाब बनाने लगते है। बालिकाओं का यह भी कहना है ऑनलाइन क्लास में कुछ समझ में नहीं आता है जो विषय स्कूल जाकर अच्छे से समझ सकते हैं गतिविधियां कर सकते हैं, खेलकूद कर सकते हैं, अपने दोस्तों से मिल सकते हैं, ऑनलाइन में ज्यादा जिज्ञासा नहीं रहती है। इसलिए स्कूल खुलने चाहिए।
भारत में हर साल राष्ट्रीय बालिका दिवस 24 जनवरी को मनाया जाता है। 24 जनवरी के दिन देश की प्रथम महिला प्रधानमंत्री इंदिरा गाँधी ने पहली बार प्रधानमंत्री के रूप में कार्यभार संभाला था। इसलिए इस दिन को राष्ट्रीय बालिका दिवस के रूप में मनाया जाता है। इसकी शुरुआत 2008 में महिला एवं बाल विकास मंत्रालय द्वारा की गयी थी । राष्ट्रीय बालिका दिवस मनाने का उद्देश्य है बालिकाओं के अधिकारों, उनकी शिक्षा, उनके स्वास्थ्य और पोषण के महत्व पर जागरूकता,और भारतीय समाज में लड़कियों को जिन असमानताओं का सामना करना पड़ता है इसकी जागरूकता, के साथ साथ बालिका अधिकारों के बारे में जागरूकता बढ़ाना। बाल लिंग अनुपात में कमी लाने बालिकाओं के लिए एक स्वस्थ और सुरक्षित वातावरण निर्माण में हमारी अपनी भूमिका निभाने को भी प्रेरित करता है।
महामारी ने सिखाया है कि बालिकाओं को तकनीक की शिक्षा और इंटरनेट तक एक्सेस दोनों बहुइट ज़रूरी है। इतनी चुनौतियों के बीच भी लड़कियों की पढ़ने की इच्छा बलवती रही, और अब वे वापस स्कूल आना चाहती है। पर क्या सरकार स्कूल खुले इस चुनौती के लिए तैयार है क्योंकि पढ़ाई में जो गैप पैदा हुआ, बालिकाओं में सीखने की गति धीमी हो गई, और कक्षा भी किताबे,फीस,छात्रवृति समय से उपलब्ध करने की चुनौतियों से निबटने को तैयार है।
