सरकार का भ्रष्टाचार के विरुद्ध शून्य सहिष्णुता की नीति है:शिवप्रकाश

औरंगाबाद,05 मार्च. सूचना के अधिकार मांगने में माहिर हैं शिवप्रकाश राय.उनका कहना है कि बिहार सरकार का भ्रष्टाचार के विरुद्ध शून्य सहिष्णुता की नीति है और स्वयं कुछ दिन पहले माननीय मुख्यमंत्री नीतीश कुमार जी ने भ्रष्टाचारियों के विरुद्ध सूचना देनेवालों को इनाम देने की भी घोषणा की है. अतः उनकी नीतियों के अनुरूप जिसका प्रमाण सूचनाएँ दे रहा हूँ.

1. शिवप्रकाश राय का कहना है कि मिथिलेश कुमार लगभग 10 वर्षों से (बीच में 1-1.5 वर्ष अरवल) औरंगाबाद में पदस्थापित हैं. 2. औरंगाबाद में इन्होंने रंगदारी से घूसखोरी कर अकूत अवैध संपत्ति बनाए हैं. 2012-13 से 2018-19 तक इनकी घोषित संपत्ति विवरणी के अनुसार निम्न वृद्धि हुई है-

Scooty- 1
Gold-335 ग्राम, Silver- 700 ग्राम 
Home Appliances- 115000

3.  मिथिलेश कुमार आपराधिक प्रवृत्ति के व्यक्ति हैं और जुलाई 2019 में मदनपुर प्रखंड के घोरडीहा गांव निवासी सह मध्य विद्यालय नीमा के नियोजित शिक्षक सुधीर कुमार शिक्षकों के बकाये एरियर व वेतन भुगतान को लेकर डीपीओ ऑफिस में गए थे. उसी समय भुगतान के मामले में घूस को लेकर कहासुनी हो गई थी और DPO मिथिलेश कुमार के द्वारा गुस्से में उक्त शिक्षक को छत से नीचे फेंक दिया गया था जिससे उनकी कमर टूट गई थी. इस मामले में DPO के विरुद्ध औरंगाबाद नगर थाना में IPC के Sections 341, 323, 307, 504, 506/34 अंतर्गत प्राथमिकी भी दर्ज है जिसकी प्राथमिकी संख्या 219/2019 है.

4. DPO स्थापना (शिक्षा विभाग, औरंगाबाद) मिथिलेश कुमार जिले के तमाम शिक्षकों के DDO हैं। DPO मिथिलेश कुमार 3 से लेकर 5 प्रतिशत तक कमीशन लेकर शिक्षकों के नियमित वेतन का भुगतान स्थगित रख नियोजित एवं नियमित शिक्षकों को मिलाकर लगभग 60 करोड़ रुपए के arrears bill का भुगतान किए हैं.विगत चार-पाँच माहों में DPO मिथिलेश कुमार के द्वारा लगभग 3 करोड़ रुपए घूस वसूले गए हैं.इनके द्वारा भुगतान किए गए arrears की विस्तृत जाँच करने पर करोड़ों के अवैध भुगतान के मामले भी सामने आएँगे. 5. बिहार शिक्षा परियोजना द्वारा विद्यालय से बाहर रहनेवाले छात्रों को विशेष प्रशिक्षण देकर मुख्य धारा में लाने हेतु आवंटित करोड़ों रूपए की राशि के समग्र शिक्षा अभियान के प्रभारी DPO द्वारा गबन की तथ्यात्मक सूचना प्राप्त हुई है. अभी तक तीन वित्तीय वर्ष की सूचना मिली है जिसमें 385.07 लाख (तीन करोड़ पचासी लाख सात हजार) रुपए गबन किया गया है.6.  ये अपने उपयोग के लिए पांच गाड़ियाँ भाड़े पर रखे हैं जो अपने व्यक्तिगत कार्य/परिवार के सदस्यों के उपयोग में लाते हैं.सभी गाड़ियों का लाॅग बुक गलत भरा जाता है.सरकारी गाड़ी का काम ये हर हफ्ते पटना घूस के पैसे पहुंचाने के लिए करते हैं.बगैर टेंडर के सभी गाड़ियों को रख लिया गया है इसमें एक गाड़ी इनकी खुदद की है. विजय गुप्ता के भाई के नाम से इसे खरीदा गया है। जिसे बिना चलाये पैसे लिए जाते हैं.7. सर्व शिक्षा अभियान में कई लाख की सामग्री का क्रय हुआ है जिसका कोई निविदा नहीं निकाला गया.

 8. उन्होंने कहा कि मुझे जानकारी मिली है कि कुछ पटना और कुछ दिल्ली में प्रोपर्टी खरीदा गया है.इनके गांव का घर जो पहले खण्डहरनुमा था. कोपवां  (बक्सर) का जो अब 4 करोड़ की लागत से फाइव स्टार होटल जैसा है. 2 करोड़ की लागत से गांव पर मंदिर का निर्माण कराया गया है. 9. स्थापना का प्रभार लेने के बाद लगभग 100 शिक्षकों का वेतन बंद किया गया जाली कहकर.बाद में 1-1 लाख रुपए लेकर चालू कर दिया गया.इसकी पुष्टि निर्गत पत्रों के रजीस्टर से हो जाएगी.10.  दाउदनगर में 30 से ज्यादा अवैध शिक्षक बहाल करवाकर उसे भुगतान कर रहे हैं जबकि इस पर जिला पदाधिकारी के द्वारा जांच कर डीपीओ मिथिलेश कुमार के साथ कई लोगों पर एफआईआर का निर्देश है.  11. शिक्षक को छत पर फेकने के मामले में सर्व शिक्षा अभियान के सूर्यप्रकाश नामक कर्मी ने सभी सी सी टी वी के फुटेज को डिलीट कर दिया. यह डी पी ओ का सबसे खास दलाल है। स्थापना का सभी कार्य यही करता है छपरा जिला का है.  डीपीओ सब काम इसके सुझाव से करते हैं. इसने भी अकूत घूस कमाया है. अभी हाल में ही 2 करोड़ के लागत से मैरेज हाॅल बनबाया है। इसके अलावे भारती, धर्मेन्द्र इनको घूस का राशि लाकर पहुँचाते हैं.

12. मिथिलेश कुमार जी ने अब तक 150 शिक्षकों का ट्रांसफर किया है. दिसम्बर में 70 लोगो का किया गया है। जून माह के बाद किसी का ट्रासफर नहीं किया जा सकता है.सब नियम की धज्जी उडाई गई है इन सब की भी जांच आवश्यक है.13. 50 के लगभग सीआरसी और बीआरपी अलग अलग आदेश से बनाये गये हैं जो नियम के विरूद्ध है.इसकी भी जांच होनी चाहिए। एक सीआरसी के लिए 10 हजार और बीआरपी के लिए 20-30 हजार लिये जाते हैं.14. समग्र शिक्षा अभियान औरंगाबाद के APO श्री राजेश मोहन जी स्वयं एक शिक्षक से बातचीत में कह रहे हैं कि विभाग दलाल के भरोसे ही चल रहा है और दलाल ही चलाता है. उसमें यह भी जिक्र है कि कई नेताओं के कहने पर किसी को हटाकर दुसरे की पदस्थापना कर दी गई. कई वरीय अधिकारियों का नाम लेकर कहा जा रहा है कि जाकर पैसा दीजिए और कुछ भी लिखवा लीजिए.

अतः निवेदन है कि उपरोक्त तथ्यों के आलोक में DPO मिथिलेश कुमार पर आय से अधिक संपत्ति के मामले में, अवैध तरीके से करोड़ों रुपए से भी नकद रखने तथा एनी सुसंगत धाराओं में प्राथमिकी दर्ज कर इनके असली संपत्ति की जाँच की जाए. इनके पास घोषित संपत्ति से कई गुणा अधिक संपत्ति इकट्ठी की है. विगत एक वर्ष में इन्होने औरंगाबाद में 5 करोड़ से अधिक की अवैध वसूली की है. इसकी भी जाँच कराई जानी चाहिए कि आखिर किसके संरक्षण में ये 10 वर्षों से सारे नियम-कानून को धत्ता बताकर औरंगाबाद में ही जमे हुए हैं.
