गंगा नदी के रौद्र से 162 महादलितों का घर स्वाहा होने के बाद विस्थापितों को प्रशासन का पुनर्वास कर देने का लोलीपॉप सात साल से जारी।अब दो माह के अंदर 10 डिसमिल जमीन देने का आश्वासन
दानापुर,14 फरवरी। सात साल हो रहा है।गंगा मइया के रौद्र रूप धारण करने से 162 महादलित चमार जाति के घर गंगा नदी के गर्भ में समा गया।उफनती धारा और कटाव से विस्थापित लोग दानापुर प्रखंड के परिसर में आश्रय जमा लिए हैं।
पटना जिला के पुरानी पानापुर ग्राम पंचायत के पुरानीपानापुर गांव में महादलित चमार जाति के लोग रहते थे।यहां पर महादलित 100 वर्ष से अधिक समय से रहते आ रहे थे।यहां पर 9 बीघा में जमीन पर रहते थे। 27जुलाई, 2013 की सुबह बाढ़ आने तक अब एक इंच भी नहीं जमीन नहीं बची है।
प्रभावितों की ओर पक्ष रखने वाले रंजीत कुमार ने कहा किहम लोग पुरानी पानापुर पंचायत में रहते थे।यहां के सभी162 परिवारों को इंदिरा आवास योजना से मकान बना था।यहां की जनसंख्या 800 सौ है।यहां पर 15 मैट्रिक पास है।जिनमें 6 महिलाएं भी हैं।हम लोग मजदूरी किया करते हैं। कुछ लोग खेत में काम करते हैं।अधिकांश लोग शहर के नुक्कड़ पर काम की तलाश में बैठे रहते हैं ।यहां पर हम लोगोंके ही द्वारा मजदूरों का हाट लगता है।बोरिंग रोड,दानापुर,जयदेव पथ, बेली रोड, राजीव नगर आदि जगहों पर देखे जा सकते हैं और चौक चौहारा पर आकर बैठते है।सभी लोगों को राष्ट्रीय स्वास्थ्य बीमा योजना के तहत स्मार्ट कार्डमिला है।यहां के वकील राम, सिद्धलाल राम, ललन राम, प्रसाद राम और अन्तत राम को अंत्योदय योजना के तहतनिःशुल्क राशन मिलता है।वकील राम की मौत होने के बाद बंद कर दिया है ।25 लोगों को पीला कार्ड और अन्य सभी कोलाल कार्ड निर्गत किया गया है।
इन लोगों ने अखिल भारतीय रविदासिया धर्म संगठन का निर्माण कर रखा है।अबतक अपनी समस्याओं को महामहिम राज्यपाल महोदय के समक्ष 26 सितम्बर,2013 को, माननीय मुख्यमंत्री महोदय को 10 अक्तूबर,2013 को और पटना समाहरणालय, पटना, जन शिकायत कोषांग को 29अगस्त,2013 को रखा है। इसके अलावे यहां के लोगों ने मुख्य मंत्री सचिवालय, बिहार, देशरत्न मार्ग,पटना में स्थित जनता दरबार में मुख्यमंत्री को आवेदन दिये हैं। आवेदन का निबंधन संख्या00000 0309122179 है।
यहां के सुखनंदन राम और समस्त महादलित परिवार केलोगों ने महामहिम राज्यपाल महोदय के समक्ष आवेदन पेश किया है ।इसमें कहा गया है कि 27 जुलाई,2013 को दानापुर प्रखंड के परिसर में पनाह लिये हैं। इसके तीन दिनों के बाद सरकार के द्वारा 30 जुलाई,2013 को 50 किलो चावल और50 किलो गेहूं और 1500 दिया
गया। इस बीच मात्रः 15 दिनोंतक राहत शिविर के द्वारा शिविरार्थियों के बीच में दाल,भातऔर सब्जी वितरण किया गया। इसके बाद बंद कर दिया गया।तब सरकार ने अक्तूबर माह में दानापुर दियारा क्षेत्र के सभी 6ग्राम पंचायत यथा पंचायत पुरानी पानापुर,मानस,कासीमचक,पतलापुर,हेत्तनपुर और गंगहारा के 10 हजारपरिवारों के बीच में 50 किलोग्राम चावल और उतने ही गेहूंवितरण कराया। इसके साथ 15 सौ रू.नकदी दिया गया। इसलाभ से ‘चमार’ जाति को महरूम कर दिया गया। जो अन्यजाति के थे। उनको दानापुर प्रखंड से और पंचायत से हीसामग्री दी गयी।
गंगा नदी के उफान के बाद विस्थापित दानापुर प्रखंड केपरिसर में पनाह लेने 27 जुलाई,2013 को आये। इसके बाद जमकर विस्थापित सरकार की ओर से मिले प्लास्टिक कोतानकर रहने को बाध्य हैं। यहां पर एक नहीं अनेक समस्याओंसे जूझ रहे हैं। विस्थापितों का कहना है कि दानापुर दियाराक्षेत्र को छोड़कर दानापुर प्रखंड के दक्षिणी भाग में जमीनदेकर पुनर्वास करें। 10 डिसमिल जमीन देने के बाद इंदिराआवास योजना से मकान निर्माण कराया जाए। गंगा नदी सेप्रभावित लोग इंदिरा आवास योजना से घर बनाकर रहते थे।इसके अलावे आजीविका के साधन नुकसान होने के कारणबतौर 1 लाख रूपए का मुआवजा दिया जाए।
अखिल भारतीय रविदसिया धर्म संगठन के अध्यक्ष जर्नादनराम और सचिव जे के दास ने कहा यहां पर 162 परिवार रहतेहैं। दानापुर प्रखंड के परिसर में शुरूआत में हम लोगों नेझोपड़ी बनायी थी। यहां पर आने के दो माह के बाद सरकारके द्वारा प्लास्टिक उपलब्ध कराया गया। जो धूप और ओसको रोकने में असमर्थ है। इसके कारण 5 नवम्बर को चुल्हनराम (70 साल) की मौत हो गयी है। मौत का कारण भूख औरषीत है।
इस बीच दानापुर प्रखंड के अंचलाधिकारी कुमार कुन्दन लालके द्वारा गंगा नदी के कटाव से पीड़ित विस्थापितों को एक बारफिर गंगा नदी के दानापुर दियारा क्षेत्र के मानस दह में बसानेका प्रयास किया गया। इसको विस्थापितों ने नकार दिया है।कटाव पीड़ित विस्थापितों का कहना है कि मानस दह मेंबरसात के समय में 10 से 12 फीट पानी रहता है। मानस दहगड्डा ही है। यहां पर 12 पंचायत के पानी गिरता है। उसी गड्डे मेंरहने के लिए सीओ साहब बोल रहे हैं। बाढ़ के बाद अभी 15फीट बाढ़ पानी बरकरार है। इस गड्डे में कितना बालू भराजाएगा? यह सोच से परे है।
कटाव पीड़ितोंका आरोप है कि पुरानी पानापुर पंचायत की मुखिया बेबी देवीउर्फ बेबी यादव और पति अषोक राय उर्फ इंजीनियर साहबमहादलित विरोधी हैं। जो पुनर्वास करने में सहयोग नहीं कररहे हैं। हम लोगों ने सीओ साहब को दानापुर गंगा नदी केदक्षिणी भाग का जमीन का व्योरा दिये हैं। मौजा-दानापुर मेंपइन है। प्लॉट न0 1357 और थाना न0 21 है। रकवा 4एकड़ 89 डिसमिल है। मोजा- मोबारकपुर कृषि फार्म है।खाता न0 66 और खेसरा न01031/34 है। मनेर प्रखंड केछितनांवा तथा खासपुर पंचायत में एक बिगहा 12 कट्टा है।तौजी न0 43560 है। इसमें पुनर्वास करने की मांग की जारही है। राजद के सांसद रामकृपाल यादव ने भी कड़ारी जमीनपर लोगों को बसाने का सरकार से आग्रह किया है।
इस समय दानापुर प्रखंड में कटाव पीड़ित पेयजल, शौचालय,गंदगी, बीमारी, मच्छर और सांप की परेशानी से जूझ रहे हैं।बाढ़ पीड़ित शिविर के समापन के बाद सरकार औरनौकरशाहों ने हाथ खड़ा कर दिये हैं। यहां के लोग भगवानऔर खुद पर निर्भर हो गये हैं।
