(केरल की महिला किसानों द्वारा की जा रही साझा खेती का अध्ययन)

पिछले दिनों एक पुस्तक का विमोचन दिल्ली के कंस्टीटूशन क्लब में हुआ जिसका शीर्षक है “फ्रॉम दि रील्म ऑफ़ नेसेसिटी टु दि रील्म ऑफ़ फ्रीडम”। पुस्तक का विमोचन किया केरल के कुडम्बश्री कार्यक्रम के पहले कार्यकारी निदेशक टी के जोस, भारतीय महिला फेडरेशन की राष्ट्रीय अध्यक्ष और मजदूर किसान शक्ति संगठन की संस्थापिका अरुणा रॉय, भारत की कम्युनिस्ट पार्टी (सीपीआई) के महासचिव और राज्यसभा के पूर्व सांसद कॉमरेड डी राजा, एक्शन एड एसोशिएशन (इंडिया) के सहनिदेशक तनवीर काज़ी और जोशी-अधिकारी इंस्टिट्यूट के निदेशक डॉ अजय पटनायक ने। इस मौके पर पुस्तक के लेखक डॉ. जया मेहता और विनीत तिवारी, पुस्तक के प्रकाशक एक्शन एड के जोसेफ़ मथाई और आकार बुक्स के के. के. सक्सेना भी उपस्थित थे।

यह किताब केरल में कुडुम्बश्री मिशन के अंतर्गत महिलाओं द्वारा की जा रही साझा खेती के राज्यव्यापी प्रयोग पर किए गए सुदीर्घ अध्ययन का परिणाम है। कुडुम्बश्री मिशन को लोगों के लिए आसान और दक्ष बनाने के लिए अनेक शासकीय विभागों आपस में मिलाकर ऐसे नये तरीके सोचे गए जिससे यह कार्यक्रम लोगों का अपना कार्यक्रम बन सके और वे ही इसकी कामयाबी सुनिश्चित करें। सामूहिक खेती का कार्यक्रम कुडुम्बश्री के तहत किये जाने वाले बहुत सारे कार्यक्रमों में से एक है लेकिन इसका महत्त्व बहुत ज्यादा है क्योंकि इसने महिलाओं को आत्मविश्वास देने के साथ ही खाद्य सुरक्षा और पर्यावरणीय चेतना के प्रति सचेत किया। यह किताब इस पहलू को अनेक उदाहरणों और केस स्टडीज से बिल्कुल सही तौर पर सामने लाती है कि कैसे सामूहिकता में विश्वास पैदा होने से इन संसाधनहीन महिलाओं को अपने भीतर बदलाव की ताकत का यकीन हुआ। पिछले करीब दो दशकों के समय में सामूहिक खेती के इस कार्यक्रम में केरल की दो लाख से अधिक ग्रामीण महिलाओं ने छोटे-छोटे समूह बनाकर छोटी-छोटी जोतों पर खेती की है जो पूरे राज्य में अब कुल 47000 हेक्टेयर से ज़्यादा हो चुकी है। इसमें काफी सारी जमीन परती की और बंजर जमीन है जिसे महिलाओं ने सामूहिक रूप से मेहनत करके खेती योग्य बनाया। वक्ताओं ने कहा कि इस किताब का उपयोग देश के अन्य हिस्सों में प्रयोग करने के लिए किया जाना चाहिए।

वक्ताओं ने इस किताब को एक बेहतरीन सन्दर्भ ग्रन्थ, पठनीय रोचक पुस्तक, जीवन्त उदाहरणों से भरी और जानकारियों से भरपूर पुस्तक बताया। उन्होंने कहा कि इस पुस्तक का उपयोग बहुत सारे लोग कर सकते हैं अगर चाहें तो। इसका इस्तेमाल शासन में बैठे लोग अन्य राज्यों में इस प्रकार के कार्यक्रम शुरू करने में कर सकते हैं। इसका उपयोग ग्रामीण सामाजिक कार्यकर्ता भी ऐसे लोगों को संगठित करने के लिए कर सकते हैं जो गरीब, भूमिहीन या छोटी जोतों के किसान हैं। भारत में अधिकांश जगहों पर स्वसहायता समूहों का कार्यक्रम नाकाम साबित हुआ है। उसकी कमियों को दूर करने के लिए भी इस पुस्तक की सहायता ली जा सकती है। कुडम्बश्री का आख्यान यह बताता है कि कैसे वही सहकारिता आंदोलन जो शेष भारत में नाकाम हुआ, केरल में कैसे कामयाबी से बढ़ा है। यह इसलिए वहाँ सम्भव हुआ क्योंकि वहाँ लोकतंत्र और प्रशासन जनभागीदारी के साथ चलाया गया और जो संरचनात्मक सुधार किए गए, वो जनता के नजरिए से किये गए। कुडम्बश्री इस बात का भी उदाहरण है कि कैसे प्रशासन ने लकीर का फकीर न बनते हुए जनता के हित में कानूनों को अवरोध बनने से रोकते हुए व्यवहारिक तौर पर इस्तेमाल किया। ये किताब केवल किसी वैकल्पिक, आर्थिक गतिविधि का ब्यौरा नहीं है बल्कि ऐसी तमाम औरतों की कहानियां हैं जो स्वाभिमान, करुणा और दयालुता से भरीं हुई हैं। इस नजरिए से भी इस किताब को पढ़ना बहुत दिलचस्प है कि धर्म, जाति और लिंग के भेद जहाँ आपस में सम्बन्ध कायम होने से रोकते हैं, वहीं कुडम्बश्री ने इन्हें आपस में जोड़ने के मजबूत सूत्र में बदल दिया।

इस किताब की विशेषता जटिल प्रक्रियाओं को सरलता से बताया जाना है। अनेक केस स्टडीज के माध्यम से यह किताब बताती है कि अगर हाशिये के लोग भी एकजुट हो जाएँ तो सहकारिता का आंदोलन कामयाब हो सकता है। यह किताब गहराई से समाज के सबसे अंतिम पायदान पर मौजूद लोगों की एकजुटता की ताक़त बयान करती है। इस किताब को एक देशव्यापी सहकारिता आंदोलन के मॉड्यूल के रूप में भी बदला जा सकता है। इसके लिए शुरुआत में ऐसे समुदायों और समूहों की पहचान कर उन्हें चिह्नित करना होगा जो साथ में आने और विकल्पों को आजमाने के लिए तैयार हों।

इस किताब का दायरा भारतीय खेती के संकट से पीड़ित लोगों को अलग-अलग समाधान सुझाने और महिला सशक्तिकरण करने से कहीं आगे जाता है। यह किताब कुडम्बश्री के उदाहरण और अध्ययन के मार्फ़त पूंजीवादी दुनिया का ही एक विकल्प ढूढ़ने की कोशिश करती है। पूँजीवादी दुनिया की पहचान एकाधिकारवादी और शोषणकारी बाजार व्यवस्था से होती है जिसमें कुछ लोगों के हाथों में ही पूँजी और ताक़त इकट्ठी होती जाती है और ज़्यादातर लोग गरीबी और अभावों में पिसते रहते हैं। भारत में खेती का क्षेत्र किसानों की बड़ी आबादी और अधिकांश ग्रामीण जनता के लिए पर्याप्त आजीविका उपलब्ध कराने में सक्षम नहीं हैं। यह किताब सहयोग, सहकार और कामगार लोगों के साझा आर्थिक आधार की ताक़त की बात करती है,विशेषकर खेतिहर मजदूरों और छोटे किसानों की जिनके भीतर इस पूरी व्यवस्था को बदल डालने की क्रांतिकारी क्षमता मौज़ूद है। खेती के क्षेत्र में इनपुट-आउटपुट के तमाम सूत्रों पर फिलहाल कॉरपोरेट और खेती का व्यवसाय करने वाली कम्पनियों का कब्ज़ा है जिसे आंदोलन के ज़रिए कोऑपरेटिव और श्रमिकों के समूहों के लिए आरक्षित किया जा सकता है। इस तरह से भूमिहीन मजदूर और छोटे किसान शोषणकारी और दमनकारी व्यवस्था से मुक्त हो सकते हैं। यह किताब केरल की उन महिलाओं की क्रांतिकारी क्षमता को सलाम करती है जो अभावों और गरीबी में रह रही थीं और जिन्होंने सामूहिकता के ज़रिए अपने जीवनदर्शन और सामर्थ्य का विस्तार किया। समाज के अभावग्रस्त तबके किस तरह एक राजनीतिक प्रक्रिया के भीतर भी प्रभावशाली हस्तक्षेप कर सकते हैं, कुडम्बश्री की साझा खेती में जुटी महिलाएँ इसका एक जीवन्त उदाहरण प्रस्तुत करती हैं।
