सीओपी27 से पहले जलवायु परिवर्तन के कारण होने वाली क्षति और नुकसान की पूर्ति के लिये वित्तपोषण की सामूहिक मांग को तेज करने के उद्देश्य से जलवायु थिंक टैंक ‘क्लाइमेट ट्रेंड्स’ और आईसीसीसीएडी द्वारा बुधवार को ‘हानि और क्षति कोष : अंतरराष्ट्रीय विकास से लेकर स्थानीय समुदायों पर पड़ने वाले प्रभाव तक’ विषय पर वेबिनार आयोजित किया। इसी बीच, क्लाइमेट ट्रेंड्स की एक रिपोर्ट से जाहिर हुआ है कि जी20 समूह में शामिल ज्यादातर देशों पर इस साल जलवायु परिवर्तन के बेहद तल्ख प्रभाव पड़े हैं। दुनिया की प्रमुख अर्थव्यवस्थाओं वाले देश भीषण सूखे, प्रलयंकारी बाढ़ और भयंकर तपिश के दुष्प्रभावों से जूझ रहे हैं। अप्रत्याशित तपिश और बाढ़ से फसलों के बर्बाद होने के तमाम रिकॉर्ड ध्वस्त हो गये हैं। सैलाब से जहां हजारों लोग मारे गये हैं वहीं, मूलभूत ढांचे को भी गम्भीर नुकसान पहुंचा है।
वेबिनार में सीएएन इंटरनेशनल के प्रतिनिधि हरजीत सिंह ने ‘क्लाइमेट जस्टिस’ के मुद्दे को केन्द्र में रखते हुए कहा ‘‘जब हम नुकसान और क्षति की बात करते हैं तो यह कहना गलत नहीं होगा कि यह अन्याय और मानवाधिकार के उल्लंघन की कहानी है। यह उन लोगों के प्रति नाइंसाफी है जो इस जलवायु परिवर्तन के लिये जिम्मेदार नहीं हैं। हमें क्लाइमेट जस्टिस की मांग को पुरजोर तरीके से उठाना चाहिए अगर हम इस मामले पर आगे नहीं बढ़ पाए तो जलवायु परिवर्तन से निपटने की तमाम बातें और बैठकों को असफल ही माना जाएगा।’’
उन्होंने कहा ‘‘जब हम आज इस समस्या से निपटने प्रभावी ढंग से निपटने में कामयाब नहीं हो रहे हैं तो 2050 का नेटजीरो लक्ष्य बिल्कुल बेमानी होगा। हमें अपनी प्लानिंग सिस्टम की नए सिरे से समीक्षा करनी होगी। हमारे पास निश्चित रूप से राष्ट्रीय और अंतरराष्ट्रीय स्तर पर योजनाएं हो सकती हैं। इस मसले को देश की सीमाओं के अंदर नहीं सम्भाला जा सकता। दुनिया के सभी देशों के बीच एक ठोस समन्वय बनाना होगा और इसे एक वैश्विक समस्या के तौर पर स्थानीय स्तर पर निपटना होगा। आज इस सबसे महत्वपूर्ण विषय को अनदेखा किया जा रहा है कि आने वाले समय में जलवायु परिवर्तन की तीव्रता और सके दुष्प्रभावों की गंभीरता क्या होगी।’’
आईसीसीसीएडी के प्रोफेसर सलीम उल हक ने सीओपी27 में जलवायु परिवर्तन को एक ‘एजेंडा आइटम’ की तरह शामिल करने पर जोर देते हुए कहा ‘‘अगर दुनिया ने जलवायु परिवर्तन को एक एजेंडा आइटम के रूप में नहीं अपनाया तो हमें सीओपी को नाकाम घोषित करना चाहिए। हमें विकसित देशों से कहना चाहिए कि अगर आप इस एजेंडा आइटम को रोकना चाहेंगे तो हम खुद को सीओपी से अलग कर लेंगे।’’
प्रोफेसर हक ने कहा कि दुनिया इस वक्त जलवायु परिवर्तन के कारण हानि और क्षति के दौर में प्रवेश कर गयी है। भारत और बांग्लादेश के साथ-साथ यूरोप में भी हीट वेव अपना कहर ढा रही है। अमेरिका में जलवायु परिवर्तन के दुष्प्रभाव के कारण 25 लाख लोगों को सुरक्षित स्थानों पर ले जाना पड़ा। निश्चित रूप से हम ऐसे प्रभाव वाले युग में आ गए हैं जिनका सीधा संबंध जलवायु परिवर्तन से है। वैसे तो यह हर जगह हो रहा है लेकिन सबसे ज्यादा प्रभाव गरीब देशों के लोगों पर पड़ रहा है।
उन्होंने कहा कि यह एक चुनौती है कि जलवायु परिवर्तन की समस्या से निपटने के लिए वैश्विक एकजुटता कैसे बनाई जाए। सीमाओं पर परस्पर समन्वय और वैश्विक एकजुटता समय की मांग है, क्योंकि जलवायु परिवर्तन की एक साझा समस्या हम सबके सामने खड़ी है।
एक्शन एड बांग्लादेश की वरिष्ठ अधिकारी फराह कबीर ने सीओपी में होने वाली बातों और उन पर अमल को लेकर विकसित देशों की निष्ठा पर संदेह जाहिर की और कहा कि सीओपी की प्रक्रिया पांच-सात प्रदूषण कारी देशों के हाथ में है। यह लोकतांत्रिक नहीं है।
उन्होंने कहा कि सीओपी27 में उनकी अपेक्षा है कि सभी विकासशील देश एक साथ आएं। यह एक ऐसा समय है कि या तो हम जाग जाएंगे या फिर टूट जाएंगे। लॉस एंड डैमेज के मामले में लैंगिक पहलू को भी ध्यान में रखा जाना चाहिए। इसके लिए एक समर्पित नीति बनाई जानी चाहिए।
डब्ल्यूडब्ल्यूएफ के डॉक्टर अनुराग डांडा ने कहा कि जलवायु परिवर्तन के नुकसान बिल्कुल साफ जाहिर हैं। यह विनाशकारी साबित हो रहे हैं। दक्षिण एशियाई समाज अब भी काफी हद तक परंपरागत समाज है। ज्यादातर लोग कृषि कारोबार की पृष्ठभूमि से हैं। जलवायु परिवर्तन सिर्फ आर्थिक नुकसान नहीं लाता बल्कि इसकी हानियों का दायरा हमारी कल्पनाओं से कहीं ज्यादा बड़ा है। इन हानियों को मापना बहुत मुश्किल है।
उन्होंने सुंदरबन पर पड़ रहे जलवायु परिवर्तन के प्रभावों की व्यापकता का जिक्र करते हुए छोटी-छोटी सी मौसमी घटनाओं का भी बहुत बड़ा और व्यापक असर पड़ रहा है। सुंदरबन के लोग इस जलवायु परिवर्तन में योगदानकर्ता नहीं है लेकिन फिर भी यहां रहने वाले करीब पांच लाख लोग इसके दुष्प्रभावों का सामना कर रहे हैं
पश्चिम बंगाल सरकार के मुख्य पर्यावरण अधिकारी कालियामूर्ति बालामुरूगन ने कहा कि बंगाल में वर्ष 1970 के मुकाबले वर्तमान में चक्रवातों का खतरा सात गुना बढ़ गया है। मगर हम अब भी इसे जलवायु परिवर्तन से नहीं जोड़ पा रहे हैं। अलग-अलग पक्षों का अलग-अलग नगरिया है। जो प्रयास किए जा रहे हैं वे पर्याप्त नहीं है।
आईआईएम कोलकाता की प्रोफेसर रूना सरकार ने कहा कि जलवायु परिवर्तन के प्रभाव अलग-अलग क्षेत्रों में अलग-अलग होते हैं। इसलिये सिर्फ एक नीति हर क्षेत्र के लिये काम नहीं करती। क्षेत्रवार नीति नहीं होने की वजह से समाधान में अनेक जटिलताएं पैदा होती हैं।
उन्होंने कहा कि अगर आज हम बांग्लादेश में चक्रवातों से निपटने की तैयारियों को देखते हैं तो जाहिर होता है कि सही दृष्टिकोण प्रदूषणकारी तत्वों के उत्सर्जन में कमी लाने और अनुकूलन के लिये उपयोगी है और वह काम भी करता है, लेकिन हम लगातार यह देख रहे हैं कि सिर्फ एक नीति काम नहीं करती है जलवायु परिवर्तन के प्रभाव अलग-अलग क्षेत्रों के लिहाज से अलग-अलग हैं।
क्लाइमेट ट्रेंड्स की एक रिपोर्ट से पता चलता है कि जी20 के अधिकांश देश 2022 में गंभीर जलवायु प्रभावों से प्रभावित हुए हैं। दुनिया की सबसे बड़ी अर्थव्यवस्थाओं को तूफान, सूखा, बाढ़ और गर्मी की लहरों के रूप में कई मिलियन डॉलर की मार झेलनी पड़ रही है।
