विस्थापन से पहले पुनर्वास की मांग को लेकर धरना प्रदर्शन

आज जब भारत सितम्बर में G20 दिल्ली में आयोजित करने जा रहा है जिसमे कई देशों के राष्ट्रपति एवं सलाहकार भाग लेंगे किंतु इस तैयारी के लिए इस समय झुग्गियों, बस्ती-कॉलोनियों में रहने वाले और असंगठित क्षेत्र के हजारों श्रमिकों को उनके घरों से बेदखल कर दिया जा रहा है, जिन्हें बिना किसी पुनर्वास के अपनी आजीविका से वंचित भी करा जा रहा है, वे आज फिर “पहले पुनर्वास फिर विस्थापन” को लेकर जंतर-मंतर पर अपनी आवाज उठाने के लिए एकत्र हुए हैं। सरकार देश भर से गरीब दलितों और आदिवासियों की जमीन जबरन छीन कर मुट्ठी भर पूंजीपतियों को बेच रही है और तूफान की तरह बुलडोजर से बस्तियों में तोड़फोड़ कर रही है। एक तरफ सरकार गरीबों और मजदूरों की हितैषी होने का दिखावा कर रही है तो दूसरी तरफ रोज़ी-रोटी और मकान की तबाही का जश्न मना रही है तो कही जी20 आयोजित कर रही है, वही बुल्डोजर को अपनी पहचान बनाकर लोगो में डर और खौफ पैदा कर रही है जिससे सरकार द्वारा तोड़फोड़/बेदखली का अभियान बड़ी तीव्रता से आगे बढ रहा है और इस तरह मजदूर वर्ग की एकता को भी तोड़ने का प्रयास कर रही है।

कानून द्वारा स्थापित प्रक्रिया के बजाय बुलडोजर का उपयोग करके “न्याय” देने की प्रवृत्ति बढ़ रही है। दिल्ली विकास प्राधिकरण ने दिल्ली-एनसीआर में 63 लाख घरों को बेदखल करने की घोषणा की, लेकिन पुनर्वास के बारे में एक भी शब्द नहीं कहा गया। इसके अतिरिक्त, असंगठित क्षेत्र के 50,000 मजदूरों के लिए कोई वैधानिक प्रावधान नहीं है, न ही सरकार द्वारा उनके आवास की सुरक्षा का कानून है, जबकि दिल्ली में 28,000 घर खाली पड़े हैं। जमीनी हकीकत इस दावे का भी खंडन करती है कि प्रधानमंत्री आवाज योजना के तहत मार्च, 2022 तक सभी को घर दिया गया है।

DUSIB नीति 2015, 676 मान्यता प्राप्त मलिन बस्तियों के निवासियों के पुनर्वास की गारंटी देती है, हालांकि यह उन सैकड़ों मलिन बस्तियों/बस्तियों पर चुप है जिनका सर्वेक्षण भी नहीं किया गया है। हरियाणा, उत्तर प्रदेश, मध्य प्रदेश, बिहार और तमिलनाडु जैसे कई अन्य राज्यों में भी ऐसी ही स्थिति है।

सरकार बेदखली अभियान की पहचान “बुल्डोजर राज” में इतनी मदमस्त हो गई है की उन्हें गरीब का आवास और रोजगार दिख नही रहा है। धौला कुंआ की मजदूर बस्ती को दिल्ली हाई कोर्ट की तरफ से अभी तीन महीने का समय मिला हुआ किंतु पीडब्ल्यूडी ने मजदूर परिवारों के बेदखली का फिर नोटिस लगा दिया। इधर डीडीए ने दिल्ली हाई कोर्ट में कहा है कि सुभाष कैंप, बदरपुर को नहीं तोड़ेंगे फिर उनको नोटिस थमा दिए। रेलवे ने भी दिल्ली हाई कोर्ट में बोला की सांसी कैम्प, प्रहलादपुर की झुग्गियों को तोड़ने की अभी कोई योजना नहीं फिर झुग्गियों को तोड़ने के लिए नोटिस दे रहा है। सोनिया गांधी कैंप ने वर्ष 2018-19 में दिल्ली हाई कोर्ट से स्टे ले रखा है किंतु रेलवे बुल्डोजर लेकर तोड़फोड़ पर उतारू हो गया। मेहरौली के घर अभी तोडफोड़ के घेरे में है। तुगलकाबाद के मामले में सुप्रीम कोर्ट के आदेश की आड़ में बिना पुनर्वास दिए हजारों परिवारों को तबाह करने की साजिश रची गई किंतु लोगो ने एकता का परिचय दिया और पुनर्वास के लिए दिल्ली हाई कोर्ट का दरवाजा खटखटाया। इस मामले में आर्कियोलॉजिकल सर्वे ऑफ इंडिया बिना पुनर्वास ही बस्तियों पर बुल्डोजर चलाना चाहता है जिसका मजदूर आवास संघर्ष समिति पुरजोर विरोध कर रही है। प्रिंसेस पार्क की बस्ती के मामले में चुनाव से पहले जहा पर झुग्गी वही मकान का वादा करने वाली सरकार गरीब मजदूरों के साथ अब भद्दा मजाक कर रही है। अब रक्षा मंत्रालय उनका इनसिटू रिहेबिलिटेशन करने में आंखे चुराता सा नजर आ रहा है। यमुना खादर बस्ती के लोग पिछले एक वर्ष से बस्ती में ही पुनर्वास की मांग को लेकर धरना दे रहे है किंतु दिल्ली के एलजी ने प्रभावित परिवारों से मिलना तक उचित नहीं समझा। जिन बस्तियों को दिल्ली में तोड़ दिया गया उनके परिवार पुनर्वास को लेकर दर दर की ठोकरें खा रहे है।

बिना पुनर्वास के एक भी झुग्गी न तोड़े और सरकार आवास का कानून बनाकर गरीब मजदूरों के घर की रक्षा करे इन मांगों को लेकर जंतर मंतर पर प्रभावित परिवारों ने मजदूर आवास संघर्ष समिति के आह्वान पर धरना दिया और विरोध प्रदर्शन कर विभिन्न उत्साही नारे और गवाहियों को उठाया गया: विस्थापन नही आवास दो – हमे जीने का अधिकार दो” “आवास की गारंटी दो” “बुलडोजर राज बंद करो”, “शहरी गरीबो को अधिकार देना होगा”, “बिना पुनर्वास विस्थापन बंद करो”, “जिस जमीन पर बसें हैं, जो जमीन सरकारी है, वो जमीन हमारी है!”

इन जबरन विस्थापनों के रूप में इस आधुनिक गुलामी को रोकने के लिए, विस्थापन से पहले पूर्ण पुनर्वास प्रदान करने और जिन्हें बेदखल किया जाना है, उन्हें पर्याप्त नोटिस प्रदान करने के लिए प्रधान मंत्री और शहरी गरीब मंत्री को निम्नलिखित मांगों के साथ ज्ञापन दिया गया।

1. जबरन विस्थापन (बेदखली) पर तत्काल रोक लगाए।
2. पूर्ण पुनर्वास से पहले विस्थापन नहीं।
3. वंचित बस्तियों का सर्वेक्षण कर पुनर्वास के लिए सुनिश्चित करें।
4. जबरन बेदखली करने वाले अधिकारियों के खिलाफ कानूनी कार्रवाई की जाए।
5. हर राज्य की एक पुनर्वास नीति होनी चाहिए जिसकी कट ऑफ डेट 2022 की जाए।
6. 20-30% शहरी क्षेत्र हर मास्टर प्लान में श्रमिकों के लिए आरक्षित होना चाहिए।
