झारखंड में वित्तीय अनुशासन की धज्जियां अफसरों ने उड़ाई है। अफसरों ने जमीन मुआवजा के मद की 1494.39 करोड़ की राशि को सिविल डिपॉजिट में रखने की बजाय बैंक खातों में रखा। नियमानुसार तत्काल वितरण की आवश्यकता होने पर ही इसे निकालने का प्रावधान है। जांच में पाया गया कि बैंकों में भूमि अर्जन के लिए प्राप्त राशि को रखना वित्तीय अनुशासन है।
ऑडिट में पाया गया कि वित्त विभाग ने उपायुक्तों को निर्देश दिया था कि भूमि अर्जन से संबंधित धनराशि प्रत्येक जिले में एक बैंक खाते में और विशेष परिस्थितियों में दो बैंक खातों में रखा जाना चाहिए। यह निर्देश विरोधाभासी था, जिसमें विशेष रूप से कहा गया था कि रकम केवल सिविल डिपॉजिट शीर्ष में जमा किया जाना था। इसके कारण कई अनियमितताएं हुई।
सरकार ने भी इसे स्वीकार किया और कहा कि इस मामले को वित्त विभाग को स्पष्टीकरण के लिए भेजा गया है। पाया गया कि अधिकतम दो बैंक खातों के रखे जाने के सरकारी आदेश के विरुद्ध नौ सीएजी द्वारा सैंपलिंग के तौर पर चयनित कार्यालयों में 31 मार्च 2018 तक चार से 18 बैंक खातों का संचालन किया जा रहा था। इन खातों में 22.07 करोड़ और 602.47 करोड़ के मध्य शेष राशि थी जो दो खाते रखने की सीमा के सरकारी निर्देशों का उल्लंघन था।
जिला भूअर्जन कार्यालय, गिरिडीह और गोड्डा में नवंबर 2017 एवं फरवरी 2018 के बीच तीन नए बैंक खाते खोले गए। लेखा परीक्षा में संबंधित बैंकों की चेक निर्गत पंजी की जांच में पता चला कि 287 बार 1255.80 करोड़ को एक बैंक खाते से दूसरे बैंक खाते में या एक ही बैंक में नया खाता खोलकर या किसी अन्य बैंक के नए अथवा चल रहे खाते में ट्रांसफर किया गया। धनबाद में आंतरिक लेखा परीक्षा का कोई अभिलेख उपलब्ध नहीं था।
रांची में धोखे से निकाला 2.01 करोड़
केनरा बैंक, कांके रोड शाखा ने सूचित किया कि जिला भूअर्जन कार्यालय, रांची के पूर्व जिला भूअर्जन पदाधिकारी के हस्ताक्षर वाले चार चेक से 2.01 करोड़ का भुगतान किया गया। यह राशि धोखे से निकाली गई। थाना प्रभारी, गोंदा को सूचित किए जाने के बाद बैंक ने मार्च 2016 में 1.03 करोड़ राशि वापस कर दी। शेष राशि 98.22 लाख की वसूली फरवरी 2020 तक नहीं हुई थी।(UNA)
