मुख्यमंत्री हेमंत सोरेन ने कहा कि सरकार सही और गलत का आकलन करने के बाद ही कोई बिल लाएगी। उन्होंने यह बात विधानसभा परिसर में लैंड म्यूटेशन बिल पेश नहीं होने से जुड़े मीडिया के सवाल के जवाब में कही। उन्होंने कहा कि लोगों के सुझाव पर सरकार गंभीरता से विचार करेगी। इससे पूर्व यूपीए विधायक दल की बैठक विधानसभा स्थित मुख्यमंत्री के कार्यालय कक्ष में हुई। इस दौरान सत्ता पक्ष के विधायकों ने भी एक सुर में लैंड म्यूटेशन बिल के मौजूदा स्वरूप का विरोध किया। बैठक के बाद संसदीय कार्यमंत्री आलमगीर ने कहा जो त्रुटियां बताई गई हैं, सरकार उसे दूर करने के बाद ही निर्णय लेगी।
बिल को रि-ड्राफ्ट करने की जरूरत : वित्त मंत्री
वित्त मंत्री रामेश्वर उरांव ने कहा कि हमलोग बिल के मौजूदा स्वरूप के पक्ष में नहीं है। इसे लागू किया गया तो पहले से मौजूद जमीन संबंधित दिक्कतें और बढ़ जाएंगी। इसमें संशोधन करके रि-ड्राफ्ट करने की जरूरत है। जेएमएम विधायक स्टीफन मरांडी ने कहा कि लोगों की अपेक्षाएं पूरी नहीं हुई तो खामियाजा सरकार को भुगतना पड़ सकता है। मथुरा महतो ने कहा कि जेएमएम के कई विधायक बिल के मौजूदा स्वरूप के पक्ष में नहीं हैं।
पूरी उम्मीद, बिल सदन में पेश नहीं होगा : बंधु तिर्की
लैंड म्यूटेशन बिल के विधानसभा में पेश नहीं होने पर विधायक बंधु तिर्की ने सभी मंत्रियों और विधायकों का आभार प्रकट किया। कहा कि सीएम सोरेन ने स्पष्ट संकेत दिए हैं। उन्हें पूरी उम्मीद है कि यह बिल इस सत्र में मौजूदा स्वरूप में नहीं लाया जाएगा। उन्होंने यूपीए की बैठक में सरना कोड का मुद्दा उठाया। साथ ही पिछली सरकार में जमीन से संबंधित मामलों की समीक्षा करने की मांग भी रखी। सुझाव दिया कि विधेयक बनाते समय बिहार के बिल का अंगीकार करने की प्रथा बंद होनी चाहिए। उन्होंने कहा कि आईएएस अधिकारी अधिक बुद्धिमानी का परिचय न दें।
बिल काला कानून : बाबूलाल
भाजपा विधायक दल के नेता बाबूलाल मरांडी ने मीडिया से कहा कि यह बिल झारखंड के लिए काला कानून है। उन्होंने सरकार से पहले भी इस बिल को वापस लेने का आग्रह किया है और इसकी घोषणा लोगों के बीच करने की मांग भी की है।
सरकार भयभीत लग रही : सरयू राय
पूर्व मंत्री सरयू राय ने कहा कि बिल को सदन में लाना सरकार के ऊपर है। कैबिनेट में इसे पास किया गया है तो सदन में इस बिल पर चर्चा होनी चाहिए। संसदीय कार्य प्रणाली में ऐसा होना चाहिए। ऐसा लग रहा है कि सरकार थोड़ा भयभीत हो गई है।
इन मुद्दों पर भी हुई चर्चा : यूपीए की बैठक में अल्पसंख्यक स्कूल के अनुमोदन, नियुक्ति नियमावली में संशोधन, जेएसएलपीएस के कार्यों की समीक्षा और बीपीएम के खर्च की समीक्षा, पौधा रोपण के लिए एनजीओ को हुए भुगतान की समीक्षा आदि पर भी चर्चा हुई।(UNA)
