दिल्ली की 2500 से अधिक निवासी कल्याण संघों (RWA) का प्रतिनिधित्व करने वाली यूनाइटेड रेजिडेंट्स ज्वाइंट एक्शन (URJA) नाम की संस्था ने अगले महीने होने वाले नगरपालिका पार्षद चुनावों से पहले अपना एक मांग पत्र जारी किया है। इसमें एक रहने योग्य, सांस लेने योग्य, और आवागमन योग्य शहर की मांग की गयी है। यह संगठन चाहता है कि राजनीतिक दल शहर की बिगड़ती वायु गुणवत्ता को प्राथमिकता देते हुए भूमि, पानी आदि की समस्याओं का समाधान करें और शासन में सुधार लाएँ।
घोषणापत्र में सात प्रमुख मांगें, 12 लक्ष्य, और समाधान प्रदान करने और उन्हें प्राप्त करने के लिए एक रोडमैप शामिल है। यह मांग करता है कि दिल्ली नगर निगम अपने शुरुआती 100 दिनों में एक रोडमैप प्रकाशित करे और उसकी मदद से अगले पाँच सालों में कैसे नागरिकों की मांग पूरी करने का उसका इरादा है ये साफ करे। यह रोडमैप मापने योग्य, समयबद्ध और वार्ड-विशिष्ट लक्ष्यों के साथ अगले पांच वर्षों में नागरिक मांगों को प्राप्त करने के लिए स्पष्ट होना चाहिए। इस रोडमैप के साथ आवंटित बजट और व्यय की प्रगति पर नियमित रिपोर्ट प्रकाशित करने के साथ-साथ सीएजी द्वारा ऑडिट भी करना चाहिए।
मंगलवार को घोषणापत्र के लॉन्च पर बोलते हुए, ऊर्जा के अध्यक्ष, अतुल गोयल ने कहा, “लोगों की मांगों को पूरा करने में सक्षम होने के लिए एमसीडी को अपने दृष्टिकोण और प्रथाओं में तत्काल और समग्र बदलाव की आवश्यकता है। एमसीडी को हर वार्ड में हर सेवा के लिए जनता के साथ साझेदारी में काम करने के लिए सबसे महत्वपूर्ण बदलाव की जरूरत है ताकि जवाबदेही का निर्माण किया जा सके और जमीन पर काम करने वाले समाधानों की पहचान की जा सके। दिल्ली में वार्ड एक दूसरे से बहुत भिन्न हैं क्योंकि ग्रामीण और शहरी और अर्ध-शहरी क्षेत्र हैं। उनमें से प्रत्येक को मौजूदा बुनियादी ढांचे की स्थिति, जनसंख्या घनत्व और सामाजिक-आर्थिक कारकों के आधार पर एक अनुकूलित दृष्टिकोण, वार्ड-विशिष्ट बजट और स्थानीय क्षेत्र योजना की आवश्यकता होती है।
चुनाव लड़ने वाले उम्मीदवारों को अपनी विस्तृत योजना जारी करनी चाहिए कि वे उपलब्ध बजट और धन के साथ अपने वार्ड के सामने आने वाले मुद्दों को कैसे हल करेंगे। उम्मीदवारों को शिकायत निवारण और स्थानीय क्षेत्र के फंड के उपयोग पर आरडब्ल्यूए और नागरिकों को भी शामिल करना चाहिए।” लॉन्च के मौके पर दिल्ली हाई कोर्ट के पूर्व जज जस्टिस सुनील गौड़ और एयर मार्शल मल्होत्रा भी मौजूद थे।
एमसीडी के लक्ष्यों में, नागरिकों के इस चुनावी घोषणापत्र में बेहतर वार्ड स्तरीय अपशिष्ट प्रबंधन की मांग है, शहर की 80% सड़कों को पैदल चलने वालों, साइकिल चालकों और गैर-मोटर चालित परिवहन के लिए अनुकूल बनाने की मांग है, वन क्षेत्र, जो कि 2015 से 21% पर स्थिर है, में वृद्धि जो की मांग है, आवारा पशुओं की देखभाल और नसबंदी आगी कि व्यवस्था और नगर निगम के लिए केवल इलेक्ट्रिक वाहन खरीदने कि मांग शामिल है।
